The BBC reports (with hard-hitting video) that Chris Cocker, a man from Blackburn, was minding his own business and getting his laugh on. His neighbors called the police after he made too much of a ruckus laughing so hard that he fell on the floor. The perp shows off the caliber of British scofflaws — no one on COPS ever calls their couch a settee. Classy!

It was only after the bobbies used pepper spray that they were able to haul off and book Cocker for resisting arrest. He was fortunate that he came along quietly, as Scotland Yard has repeatedly suggested that it will fight humor with humor, and is willing to unleash the Funniest Joke in the World.
