Colbert Report, Daily Show and South Park Nominated for Primetime Emmys

There are a few sites with supposedly "full" lists of Emmy nominations, but in reality the full list is a 39 page PDF-document. Do all these people need Emmys? Can't we just give Emmys to people who are already very famous and therefore don't really need the award anyway?
